1st Press release of the 1st Global Carbon Market Forum

First International Carbon Action Partnership Conference meets in Brussels 19th May 2008

The International Carbon Action Partnership will hold its first Global Carbon Market Forum in Brussels on19th and 20th May, hosted by the European Commission. The event will be opened by Jos Delbeke, Deputy Director General of the European Commission's Directorate General for the Environment and DarrenBouton, Deputy Cabinet Secretary of California Governor Arnold Schwarzenegger. High level interventions will also be made by Teresa Ribera Rodriguez, Secretary of State for Climate Change of Spain and Pete Grannis, Commissioner for New York State Department of Environmental Conservation.

The International Carbon Action Partnership is an international forum where governments and public authorities with or developing mandatory greenhouse gas cap and trade systems share experiences andbest practices on the design of emissions trading schemes. This cooperation supports the development ofsystems that are more compatible and able to work together as the foundations of the future global carbonmarket.

Cap and trade schemes and the global market play a key role in mobilising investment in low emission projects and technologies, supporting international work under the UN Framework Convention on Climate Change to tackle global climate change.The first Global Carbon Market Forum will bring together over 150 stakeholders from more than 25 countries to discuss monitoring, reporting, verification, compliance and enforcement- issues that are crucial for the credibility and success of any emissions trading system.

“We need to pull together to combat global climate change. Developed economies can and must take the lead,“ said Teresa Ribera Rodriguez, Secretary of State for Climate Change of Spain, "A robust global carbon market is essential to finance the ambitious global action needed. "

Jos Delbeke, Deputy Director General of the European Commission's Directorate General for theEnvironment added: "I am delighted to welcome those committed to developing cap and trade systems, the backbone of the global market, to discuss the steps we need to take to guarantee the credibility and robust functioning of our carbon markets. These will be fundamental as we move towards linking".“The creation of the International Carbon Action Partnership has brought together some of the world’s leaders on climate change, so that we can begin sharing information and lay a strong foundation for an international carbon market” said Darren Bouton, Deputy Cabinet Secretary of California Governor Arnold Schwarzenegger.

Pete Grannis, Commissioner of the New York State Department of Environmental Conservation added: "This critical partnership of countries and regions sharing experiences and knowledge to develop cap and trade carbon markets is essential if we are going to successfully address this global climate crisis. By continuing to share best practices on the design, monitoring, reporting, compliance and enforcement of our various emissions trading schemes, we can build the foundation."

Launched in October 2007, the International Carbon Action Partnership is a ground-breaking international and interregional network bringing together U.S. and Canadian members of the Western Climate Initiative, north-eastern U.S. members of the Regional Greenhouse Gas Initiative, the European Commission and several EU Member States (France, Germany, Greece, Ireland, Italy, the Netherlands, Portugal, Spain and the UK) as well as Australia, New Zealand and Norway.
