About ICAP
International Carbon Action Partnership (ICAP)
On October 29, 2007, leaders of more than 15 governments met in Lisbon, Portugal to launch the establishment of the International Carbon Action Partnership (ICAP). ICAP is made up of countries and regions that have implemented or are actively pursuing the implementation of carbon markets through mandatory cap and trade systems.

ICAP Summer School 2012 on Emissions Trading for
Emerging Economies and Developing Countries in Dublin, Ireland

From 9 to 20 July 2012, the International Carbon Action Partnership (ICAP) will convene a Summer School on Emissions Trading for Emerging Economies and Developing Countries in Dublin, Ireland.
Following the successful ICAP Summer Schools held in previous years in Berlin, The Hague and Madrid, the course is designed for 25 to 30 carefully selected policy makers and other stakeholders from the nongovernmental, academic and private sectors. It will convey an in-depth understanding of emissions trading as an instrument to mitigate greenhouse gases, and build capacity on the technical design and implementation of carbon trading systems.
Over the span of two weeks, participants will have ample networking opportunities with each other and with the teaching faculty, composed of representatives from ICAP members and other recognized experts in the field. Alumni work will help promote active virtual discussions among participants beyond the duration of the course.
Participation in the ICAP Summer School 2012 is open to applicants from emerging economies and developing countries from around the world. The course will be conducted in English. Applicants will be informed about the outcome of the selection process by mid-May.
ICAP Training Course 2012 in Costa Rica

The International Carbon Action Partnership (ICAP) successfully convened another ICAP training course on Emissions Trading for Emerging Economies and Developing Countries to build capacity in emissions trading systems. The ICAP Training Course 2012 took place in Alajuela, Costa Rica, from 19 to 28 March 2012.
Building on ICAP's mission to provide a forum for sharing experience and knowledge in designing, implementing and refining emissions trading systems, the intensive eight-day program introduced the 27 highly qualified policy-makers as well as stakeholders and promising young professionals from the non-governmental, academic and private sectors to carbon trading systems as a tool to mitigate greenhouse gas emissions. Within the course program, special emphasis was given to providing know-how of good practice during all stages of the design, implementation, and administration of national and regional emission trading systems.
Training Course participants were selected from about 120 applicants from Latin American and Carribean countries. The 27 selected participants came from 9 different countries: Argentina, Brazil, Chile, Columbia, Costa Rica, the Dominican Republic, Ecuador, Mexico, and Peru.
ICAP hosted High Level Side Event at UN Climate Conference (COP 17) in Durban

On 7 December 2011, ICAP hosted a Side Event on “Emissions Trading Around the World: Achievements and Prospects” at the United Nations Climate Change Conference 2011 (COP 17) in Durban, South Africa.
The event presented latest developments and prospects for emissions trading around the world. It was opened with interventions by top decision makers driving ETS development worldwide, including The Hon. Greg Combet, Minister for Climate Change and Energy Efficiency, Australia; Jos Delbeke, Director General for Climate Action, European Commission, and Dr. Urban Rid, Director General, Climate Protection, German Ministry for the Environment.
Statements were followed by a technical panel discussion of government representatives and carbon market experts, showcasing ETS developments in Australia, Chile, the EU, New Zealand, Britisch Columbia, and California. The Hon. Terry Lake, Minister of Environment, Province of British Columbia, Canada, delivered a closing speech.

ICAP Summer School 2011 in Madrid, Spain

The International Carbon Action Partnership (ICAP) successfully convened another ICAP Summer School on Emissions Trading for Emerging Economies and Developing Countries to build capacity in emissions trading systems. The ICAP Summer School 2011 took place in Madrid, Spain, from 18 to 29 July 2011.
Building on ICAP's mission to provide a forum for sharing experience and knowledge in designing, implementing and refining emissions trading systems, the intensive two-week program introduced the 24 highly qualified policy-makers as well as stakeholders and promising young professionals from the non-governmental, academic and private sectors to carbon trading systems as a tool to mitigate greenhouse gas emissions. Within the course program, special emphasis was given to providing know-how of good practice during all stages of the design, implementation and administration of national and regional emission trading systems.
Summer School participants were selected from about 200 applicants from emerging economies and developing countries. The 24 selected participants came from 15 different countries: Brazil, China, Chile, Egypt, India, Indonesia, Kazakhstan, Mexico, Nigeria, Republic of Korea, Russia, South Africa, Tanzania, Thailand, and Ukraine.
